Summary

A. Vinogradov, P. Troshchinsky. The First Session of the National People’s Congress of China (13th Convocation) and Constitutional Amendments

The article is devoted to the first session of the 13th National People’s Congress held on March 5–20, 2018 in Beijing and to the important personnel and legislative decisions adopted at it. The issues of political transformations in the context of changing the Constitution of the PRC and the relationship between the CPC and the Chinese State are considered. Special attention is paid to personnel appointments and amendments to the Constitution of the PRC, the PRC law «On control». A detailed analysis of the amendments to the basic law of the country, introducing in the text the name of Xi Jinping and the concept of «socialism with Chinese characteristics in the new era», the abolition of the term limitation for the post of the PRC Chairman, and the constitutional and legal consolidation of the monitoring committee status in the system of state authorities is presented.

V. Kistanov. Japan’s Indo-Pacific Strategy as a Deterrent to China

The article discusses Japan’s policy in the Pacific and Indian oceans. Scientific papers and the media have increasingly used the term «Indo-Pacific» to replace the term «Asia-Pacific», reflecting fundamental economic and political developments in the two oceans. Japanese Prime Minister Shinzo Abe’s Indo-Pacific strategy has the implicit goal of containing China, Japan’s main geopolitical rival in Asia, which is gaining economic strength and military power. However, the implementation of the strategy faces a number of challenges.

A. Zhebin. Korean Conundrum

The article analyzes the reasons for the serious aggravation of the situation on the Korean Peninsula in 2017. The author’s conclusion is: the United States under the pretext of combating the proliferation of nuclear weapons is trying to implement its geopolitical plans in the APR, the essence of which is to maintain US military dominance in the region and deter Russia and China. The factors led to the resumption of inter-Korean dialogue in early 2018, its prospects as well as the outcome of a possible summit between leadership of DPRK and US are considered.

Kuang Zengjun, Ou Kaifei. The Basis of Sino-Russian Cooperation in the Arctic

Due to global climate change, a growing number of countries are paying attention to the geopolitical and economic aspects of the Arctic. China and Russia are expanding cooperation in the Arctic, taking into account the interests of the polar states. Its prerequisites are: a partial coincidence of interests (research, resources, ways of communication) and a relatively stable geopolitical situation. Cooperation in the Arctic will increase the level of comprehensive strategic partnership between the PRC and the Russian Federation and fill it with new content.

V. Portyakov. Experimental Free Trade Areas in China

The paper analyzes the concept of «New Round of China’s Economy Opening-Up», which had been developed in years 2013–2017. The tasks in this field and possible mechanisms of their implementation, arisen by CPC XIX Congress, are described. The main focus of the paper is an analysis of «pilot free trade areas», which emerged in China since 2013.

I. Makarov, I. Stepanov. China’s Evolution of Demand in the Context of Transformation of the model of Socio-Economic Development

The paper focuses on the main factors underling the structural transformation of Chinese model of socio-economic development — slowdown in economic growth, expansion of domestic consumption, increasing role of services, technological development and changes in regional value chains. Analysis of factors serves as a base for the assessment of changes in volume and structure of Chinese demand in the context of Chinese-Russian trade and economic relations.

Tan Xiujie, Yu. Kulintsev. Trans-Asian and European Economic Partnership as the Option of Pairing the EAEU and the Silk Road Economic Belt

The authors discuss the idea of creating a Trans-Asian and European economic partnership (TAEEP) as a viable option for the implementation and further development of the initiatives of the Silk Road Economic Belt (SREB) and the Euro-Asian Economic Union (EAEU). The analysis of a number of political and economic factors shows, according to the authors, that the proposed interaction structure meets the goals of the «Greater Euro-Asian Partnership» and allows its members to participate effectively in the development of new rules of global trade, defending national interests at the international level through the deepening of trade and economic relations.

A. Makarov. Problems and Prospects of Russian-Mongolian Cooperation in the Context to Protect the Lake of Baikal

The article deals with topical issues of Russian-Mongolian cooperation in the context of protection the lake of Baikal. The analysis of long-term plans of hydropower development in Mongolia is carried out. Potential risks of negative transboundary impacts for Russia in connection with the implementation of these plans are identified. The main directions of ensuring the balance of economic and environmental interests of the two countries are substantiated.

A. Khramchikhin. The New Look of the PLA

The author describes the reform of the PLA during the last two years, including new control system, new composition and structure of the armed forces of PRC (strategic and conventional). He analyses some aspects of combat training, as well as possible future development of various forces of PLA in terms of technical equipment and military facilities of PRC outside of China.

E. Kalkaev. Guomindan Bread. The History of the Chinese in Moscow in the Second Half of the 1920s

The article is devoted to the Chinese bakery cooperative partnership in Moscow in the 1920s. In the Soviet capital of the NEP period hundreds of Chinese citizens were engaged in bakery business. On the basis of archival data the article describes their activities, daily life and relationships with the authorities.

E. Khokhlova. The Concept of Landscape Painting Chin’gyongsansu by Keomge Chon Son

The article presents ideas about landscape painting tasks pursued by the artist Chon Son (1676–1759) while creating chin’gyongsansu landscapes. The issue of the need for proper understanding of the goals put by the artist for a more accurate content analysis of his works is raised.

O. Truevtseva. Problems of Buddhist Monasteries in Central Mongolia as an Example of Preservation of Cultural Heritage

The article contains general description of the state of Buddhist monasteries of the Archangel Aimak of Mongolia, surveyed in the summer of 2017 by a joint Russian-Mongolian expedition. Out of three dozen monasteries, located on the territory of aimag, only a few buildings survived. Many of them have now been passed into the category of archaeological sites. The article contains conclusions and recommendations for further exploration and usage of the remained cultural heritage of Mongolia.

Wang Shuai. The Current State of Orthodoxy in China and Reflections on Its Future

Currently, China has four Orthodox communities recognized by the Chinese government. They are located in the city of Harbin, Heilongjiang province, in the urban district of Argun, Inner Mongolia, in the cities of Urumqi and Yining (Ghulja) on the territory of the Xinjiang Uygur Autonomous Region. The article describes the current situation of these communities, analyses the main features of the development of Orthodoxy in China. The problems facing Orthodoxy in China are raised in this work, the forecast of development of a situation in prospect is given.
