Mongolia’s Mediation and Peacekeeping Role on the Korean Peninsula in the Framework of the Concept of a «Third Neighbor»

This article explores the role of Mongolia as a mediator and peacemaker in the settlement of the conflict on the Korean Peninsula in accordance with the country’s «third neighbor» foreign policy concept. The author shows why Mongolia enjoys the confidence of the parties involved in the conflict and is perceived by them as one of the most suitable mediators. He proceeds to analyze the actual mediation activities of the Mongolian leadership concerning Korea, including confidence-building measures with both States of the Korean Peninsula, the organization of bilateral and multilateral meetings and negotiations on Mongolian soil, as well as the creation of an international dialogue platform in the form of the international conference known as the “Ulaanbaatar Dialogue on Northeast Asia Security». The author concludes the article by emphasizing that the friendly relations of Mongolia with the DPRK and the Republic of Korea gain special significance considering the current deterioration of relations between North and South Korea, since it is the Mongolian side that will be able to support the parties to the conflict and their allies in resolving acute issues during the current crisis.

Significance and role of the ruling Workers’ Party of Korea (WPK) in the Democratic People’s Republic of Korea (DPRK) in preserving this country as a sovereign state and continuing the stable functioning of the North Korean model of socio—political system remain poorly explored in comparison with such topics as the country’s nuclear and missile programs. The article analyzes the events held in the DPRK on the occasion of the 75th Anniversary of founding the WPK celebrated on October 10, 2020 from the angle of the evolution of its political course, some forms and methods of the party’s work in the run-up to its VIII Congress scheduled for January, 2021.

The PRC’s Overseas Chinese Policy Formation before the Period of Reform and Opening-Up

Based on the study of legal and historical documents, the article by two directions analyzes the overseas Chinese policy, including the policy for emigrant’s relatives and re-emigrants from the establishing of the PRC to the beginning of the “cultural revolution”. The external direction contains the data of the protection of emigrants’ rights and interests, requirements, working methods and approaches of the PRC to Chinese diaspora. The internal direction includes the PRC’s policy of attracting investments and remittances, political, legal, and socio-economic guarantees for Overseas Chinese, their relatives, and re-emigrants in the PRC. It also evaluates the impact of the «cultural revolution» in China’s diaspora policy.

The Contribution of Agricultural Development Bank of China to Poverty Alleviation

The article analyzes the Agricultural Development Bank of China`s (ADBC) impact into poverty alleviation. Due to the fact that poverty alleviation was designated as one of the main during the 13th Five Year Plan (2016–2020), the Chinese government prepared special programs of poor regions’ development with the main goal of raising rural areas, create living conditions equal to the urban. The bank plays the role of key financial source, also develops, and implements poverty alleviation projects. ADBC not only provides preferential financial support for small and media enterprises, but also uses other methods to help locals rid out of poverty and be able constantly improve their living standards. For that ADBC selects industries for targeted financial aid, provides loans for infrastructure and educational projects, developing domestic tourism, thereby contributing to businesses transformation, creating jobs, enhancing an educational and cultural level of locals and turning a village into a town.

The Impact of the Covid-19 Pandemic on China`s Guangdong Province Economy in 2020

China is one of the world largest manufacturer, exporter, foreign investor and the world’s second largest consumer market after the United States. Recently the country economy faces both internal and external challenges, transformations of the world economy and the US-China trade wars. At the beginning of 2020, the target year to finish the building of an all-round moderately prosperous society (xiao kang), the final year for the fight against poverty and the end of the 13th Five-Year Plan period (2016–2020), China was the first country to be hit by the coronavirus outbreak which spread across the globe then. The pandemic has serious economic and social impacts, especially for China. This article analyses and estimates the effects of the new disease on its largest regional economy of Guangdong province this year.

Controversial Aspects of the Legal and Practical Framework for Intellectual Rights Disclosure by Chinese Listed Companies

The article raises the challenging issue of disclosing information on the presence and nature of intellectual rights in the reporting of public companies. The main drawback revealed by the analysis of the practice and legal framework established by Chinese regulators is inconsistency of systemic norms.

Public Chinese-based companies often treat the disclosure requirements in their commercial interests. Creation of a more perfect legal system should be aligned with envisaging a clearer and more consistent structure of disclosure documents and register system of facts on intellectual property subject to disclose.

It is advisable to use the PRC experience when creating a more perfect system of information disclosure by Russian public and non-public companies, since there are similar problems.

Chen Daisun and the Search for Theoretical Foundations of Economic Reforms in China

Chen Daisun received economic education in the United States in the 1920s. In the initial period of reforms he proposed to borrow selectively Western economics in the interests of modernization, including methods of quantitative analysis, experience in managing enterprises and using the market mechanism, and research on the negative consequences of industrialization. His recommendations combined Marxist approach with a deep knowledge of modern economic theory. The scholar made a significant contribution to the restoration of the study of the history of foreign economic thought in China. It is concluded that the calls of Chen Daisun to proceed from the national specifics and strive to create a highly developed Chinese economic science remain relevant in the modern ideology of the PRC.

The Geostrategic Relationship between Russia and China in Terms of the Prospects of Genesis of a Union of the New Type

The study summarizes some particularities of the geostrategic relationship of Russia and China in the beginning of the present century and their prospects in the plan of the conditionally possible genesis of the planetary international union of the new type for the joint survival and the sustainable optimum development of humanity. The necessity is stressed for the science and diplomacy of Russia to “cease the initiative” from China’s side in the matters of genesis of the new optimum world order.

Russia and China in the “World Disoder” of the XXI Century: Is the Union Rational?

The author analyzes the discussion in scientific circles and the media on the expediency of transferring partnership relations between Russia and China into union format with an emphasis on the military aspect of their interaction. Under consideration are his arguments in favor of inexpediency and irrationality of the conclusion of such union in the context of the current global situation, when the new world order has not yet been finalized. Referring to the history of allied relations between the USSR and the PRC in the 1950s — 1960s, the author concludes that one of the factors contributing to their breakdown at that time was the Soviet leadership’s ignorance of the specifics and the history of Chinese civilization which contributed to the formation of a special » Chinese psychotype» that became the root of incompatibility of national mentalites in the USSR and China, and influenced, among other reasons, on the strength of the two countries union in the middle of the XX century. Based on the data of Chinese expert assessments, the prevailing in the scientific community of the PRC is the opinion about the preferences between the two countries of partnership relations and the absence of the need to give them the character of allied ties.

Innovative and Structural Transformations of the Military-Industrial Complex (MIC) оf the PRC

The article discusses innovation and structural transformation of the military industrial complex (MIC) of the PRC and their connection with the process of civil-military integration aimed at the creation in the country of innovation system of science and technology, combining military and civilian resources in order to increase the capacity of the defense industry to producing high-tech weapons and military equipment of new generation, and at the same time to make innovative renewal of the civil sector of the economy. The author considers the growth trend in R & D funding in the PRC, as well as the measures taken to use artificial intellectual capacity to solve the tasks set.

Fedor V. Solov’yov and His Role in the Formation of Sinology in the Far East

The article describes the importance of profession of sinologist, to which the veteran of the Great Patriotic war, doctor of historical Sciences Fyodor Solov’yov devoted his entire life. In wartime, it was a service during the Liberation mission of the Soviet army in China. During the peace period he was engaged in the development of Chinese studies in the academic system of the Far East, the publication of fundamental works on the problem of Chinese migration and the history of North-Eastern China.

Background to the First Congress of the Chinese Communist Party

The article deals with the events that took place in China on the eve of the First (Founding) Congress of the Communist Party of China in 1919–1921. The article is tracing the process of the spreading Marxism in China in which participation of Soviet communists in the organization of the communist press, agitation and propaganda were very important components. Special attention is paid to the role of representatives of the Far Eastern Republic and Soviet Russia in the party building of the CPC, which will celebrate its Centenary in 2021.

Land Tax Reform in Meiji Japan and Its Outcomes

By the middle of the 19th century Japan faced a relative backwardness of its economic system and thus almost failed to protect its national security. Under these conditions Japanese elite made a decision to conduct radical transformation of the Japanese social and economic systems. The land tax reform was the leading positive factor in this process, which allowed to centralize the government of the country and to finance the very initial stage of Japan’s industrialization. This article contributes to the discussion of the land tax reform in Japan, carried out in Meiji period, as well as its influence on the further socio-economic development of the country.

Performing Arts in China after Isolation

The article is devoted to the current state of the Chinese theater during the 2019 coronavirus epidemic and after it. The theater turned to the form of online performances. At this time, the performing arts, despite the renewed activity, have not yet overcome the stagnation, the situation is aggravated by a difficult post-epidemiological period.

Vietnamese Fiction Today and Russian Literature in Vietnam

With this review, the author supplements the well-known assessments of literary critics of the two countries, referring to a number of problems that affect the literary and social life of Vietnam as a whole, Russian-Vietnamese cooperation in the fields of translation, publication and distribution of fiction. Some economic and statistical information is presented, contributing to a more objective understanding of the development trends of real cooperation, as well as some empirical observations of social changes taking place in Vietnam. Some solutions are proposed that correspond to the course of the Vietnamese leadership in this area.
