V. Portyakov. China’s Emergence As a Responsible Global Power
The author made an analysis of a category “Responsible Global Power”, which is new with regard to the People’s Republic of China. The article traces the origin and base for China’s self-identification as a responsible global power. The evaluation of Western impact on this process has been attached. Some specific features of Chinese approach to a status of “responsible global power” and major spheres for practical realization of this concept at present stage have been described.

The article contains the official definition of Chinese military political doctrine in the sphere of nuclear non-proliferation. PRC political measures concerning nuclear problem of the Korean Peninsula are analyzed.

L. Zabrovskaya. China and the DPRK: to Keep up the Regional Status-quo Policy
The recent Chinese official statements indicate China’s desire to seek peace and stability on Korean Peninsula, guarantee North Korean security and clearly avoid any chaotic transition period in its periphery. PRC supports a nuclear-free zone in the region while opposing any plans for regime changes in the DPRK. China’s efforts mainly are to keep the North Korea situation under control and oppose any outside intervention.

V. Ganshin. The Strength of Chinese “Soft Power”
The success of Chinese economic reform and real increase in the standard of living of the PRC population forces its leaders to pay more attention to a place and a role of the country in global policy, search for new possibilities to improve the image of the Peoples Republic of China abroad. By means of so-called “soft power” China tries to reach perceived and specific goals. However, these steps encounter certain obstacles, which China still is to bypass.

A. Ostrovskiy. Some Aspects of the PRC Economic Development During 60 Years (1949—2009)
We can divide 60 years of the PRC history of social and economic development into two even parts: 1949—1978 — a period of administrative and command planned economy; 1978—2008 — a period of economic reforms and transition from planned to market economy. By the end of 1970’s it became clear, that planned economy was not able to provide the fulfillment of basic social and economic tasks for the Chinese society — to reach social and economic level of developed countries and to promote satisfactory living standards for the population. As a result of economic reform today China is one of the world leaders by gross domestic product (GDP); living standards of the population increased, and the country is successfully solving the task of building the “xiaokang” (small welfare) society.

M. Alexandrova. 25 years of Trade and Economic Relations Between Russia and China Based on Heilongjiang Province
The province of Heilongjiang, bordering with the Russian Far East and Siberia, is the key counterpart in the Russian-Chinese trade. Exactly the trade and economic intercourse with Heilongjiang was a source of the so called “grey custom outlay” and other uncivilized forms and methods of cooperation in outcross border trade.

A. Ershov. The Formation of the State Organs in the PRC and the Application of New Technologies
The article analyses the application of new technologies in the process of reforming state machinery in the PRC. Along with the appearance and spreading out e-technologies on the planet so-called “e-governance” conception had been created. The PRC leaders consider “e-governance” as a very important tool and means which can smooth the process of Chinese administrative reforms. The article describes the realization of “e-government” strategy. Specific examples of Chinese “e-governance” achievements are observed.

E. Stepanova. Women’s Status and Gender Problem in Modern Taiwan
Most changes in the relationship between men and women are caused by the increased economic independence of the women, supported by the new situation at the labor market. In recent years, some feminine organizations were established to help women to solve their own problems. The start has been given to a complex process of woman socialization through a family, education, mass media, social groups, political parties, foreign culture, which is the result of social and political changes, accompanied by the economic success of Taiwan in the recent years.

A. Sizova. Russian Consulates in Mongolia in Russian — Chinese — Mongolian Political Interaction of the Early XXth Century
The article is devoted to the political dimension of activity of Russian consulates in Mongolia in 1861—1917 and their role in implementation of Russia’s “Far Eastern strategy”. The imperial consular institute made a considerable contribution to resolving the “Mongol problem”, playing a role of an effective mechanism for Russia’s international mediation during Mongolia’s struggle for the autonomy, as well as to solution of the “Kobdo” and “Altai” problems of the early XXth century. The author is analyzing the consulates’ efforts to strengthen Russia’s position in Mongolia and preserve the “balance of power” in the regional international competition of this period.

N. Lebedeva. “The May Fourth Movement” Specific Characters in the North- Eastern China and the Development of New Regional Literature
Article analyses the “May Fourth Movement” special features in the North-Eastern China in context of the regional historical development. Forms and methods for realization of this Movement included demonstrations, creation of literary associations with their own periodical press, theoretical discussions etc. The first literary works of new regional literature are described.

N. Martynenko. On the Problem of Xia Dynasty and Agricultural Circle’s Symbolical Meaning
The article dwells on some research projects carried out in China to define more precisely the chronology of ancient dynasties, names of which in Western world are used to be associated with the “mythological” period of Chinese history. The author reconstructed the evolution of senses of the character xia, which is semantically connected with agriculture and calendar.
