V. Vorobyov. The Possible Routes for Forthcoming Evolution of the Shanghai Cooperation Organization
The article discusses the results of 15 years of activity of the Shanghai Cooperation Organization (SCO), features of its structure, the relationship between the parties. The role of the SCO in the region and problems of partnership are analyzed. The article also forecasts the development of the SCO in the conditions of the emerging new world order.

Possible steps of Russia for strengthening its positions in Arctic region with the help of China are also offered.

V. Balakin. Comprehensive National Power of China: Dialectics of New State-hood Building
The rise of comprehensive national power of the People’s Republic of China naturally is aimed to achieve for China a status of “super power”, which could define new world order without looking over other contemporary “centers of power”. Dialectics of building new Chinese statehood in XXI century in reality presents itself as ideological foundation for enhancing national power which would be able to become a base of country’s development. Chinese statehood, despite the long periods of revolutionary shocks, demonstrates extraordinary steadiness and continuous movement in direction of accelerating the growth of comprehensive national power.

B. Kheyfets. The Silk Road Economic Belt — New Model of Attractive Economic Partnership for the EAEU
The paper shows a tendency to trans-regionalization of the global economy, which is associated with the formation of new economic mega-partnerships. The conclusion is made about the greatest attraction for the EAEU of the partnership in the framework of the Silk Road Economic Belt. This partnership allows to choose the most convenient format for interaction and to smooth the existing problems in connection with the different levels of competitiveness of the EAEU and China. Possible directions and forms of coupling the EAEU and the Silk Road Economic Belt are discussed.

A. Afonasieva. Overseas Chinese’s Role in the Development of the Central Line of Silk Road Economic Belt
The article is devoted to the study of overseas Chinese economic activity along the central line of Silk Road Economic Belt (SREB) in China and outside. It examines the territorial structure of overseas Chinese investment flows and industry structure of overseas Chinese enterprises in Yangtze River Delta Region and in Western regions of China. The paper analyses industry structure of Chinese enterprises in the Central Asia, Middle East, Balkan Peninsula, and Western Europe. In the conclusion the author estimates the influence of overseas Chinese business, as well as China’s state-owned corporations, on the development of SREB’s central line.

I. Vakhrushin. The Debt Problem in China’s Economy: Approaches to Assess-ment, Scenarios, Solutions
The article deals with various aspects of the debt problem in China’s economy. The approaches to the assessment of the total debt in terms of its structural components, absolute and relative figures are analyzed. The possible scenarios of China’s economic performance considering the increasing debt burden factor are reviewed. Special attention is paid to the problem of local governments’ debt and a complex of measures aimed at solving it.

V. Chuvankova. Private and Individual Entrepreneurship — Key Factor in the Economic Development of China
The article discusses the role of private and individual entrepreneurship in the implementation of the 12th five-year plan (2011–2015) of China’s socio-economic development. During this period, consistent promotion of mass entrepreneurship and innovation has become a new trend in achieving balanced and sustainable development. Private capital was actively involved into accelerating the modernization of country and development of its innovative potential, thus helping to expand the scope of employment, income growth, supply of public services.

Current stage of state-owned enterprises’ reform is described. Development and cooperation of enterprises belonging to various forms of ownership, and public-private partnership are analyzed. Special attention is devoted to the establishment of multi-channel and multi-tier investment mechanisms. Factors of uncertainty and risk are studied.

Zh. Petrunina. China Strengthens Position in Persian Gulf’ Oil and Gas Basin
The Chinese economy in the past three decades grew in parallel with the rapid rise of hydrocarbons consumption. It is natural that China is interested in consolidating its positions in the countries of the Middle East and North Africa, focusing on the energy sector. This is manifested in large-scale investments. According to the author, the long-term energy cooperation is in interests of both China and oil and gas producing countries, which are making active efforts to strengthen its position on markets of the PRC and of the Asia-Pacific region.

Yu. Shiganova. Development of the Pearl River Delta Region: Trends, Problems and Prospects
The Pearl River Delta economic zone was established in 1980s, when the economic reforms started in China. It was one of the first regions of the country open to the outside world. During 30 years Delta became a center of a high technology manufacturing, with a highly developed service sector and a high per capita GDP. It helped the agrarian backward country to integrate into the world economy. The article analyzes tendencies, problems and prospects of the development of the Delta region, which still has a “strategic” status in China’ history and economy.

E. Kranina. Speeding-Up the Creation of “Ecologically Friendly Civilization” in China
The 13th five-year plan of China (2016–2020) is aimed at stimulation of innovative development with concomitant reduction in the rate of economic growth. By 2020 it is planned to enter the era of “xiaokang” — building a moderately prosperous society. China faces the task to harmonize the economy in regional and branch aspects. Good ecological indexes of production become an important factor of the country’s competitiveness. Article discovers the PRC leaders’ methods of solving these problems.

N. Prokhorova. On the Formation of the Water Market in China
The features of the formation of the water market in China in the context of envi-ronmental regulation are discussed. The strategy to control the volume and quality of water in water bodies with the help of the water market is analyzed. The author considers water management and ecological construction in China as an incentive for the development of the water market.

The article discusses Russia’s ideological and cultural influence on “Movement for a new culture” in China, which is insufficiently studied in Russian and foreign historiography. Against the background of historical events in China and Russia, channels of interaction between two countries and the first signs of Russian influence on China in the ideological and cultural sphere are identified.

A. Polutov. Intelligence Cooperation of Japan and Poland against the USSR (1919–1945)
The article, which is based on documents from the archives of Japan, and Japanese and Polish historians’ studies, considers the cooperation between Japan and the Republic of Poland in military intelligence and cipher services in 1919–1945. This cooperation was directed against the Soviet Union.

O. Zavyalova. Languages of China: Latest Surveys and Discoveries
In the globalizing world with its modern information technologies, China linguistically is still an extremely diverse country. Its national minority policy is implemented with the participation of several generations of linguists belonging to different scientific schools. Recent large-scale field surveys of dozens of languages, with the newly discovered and endangered ones among them, is an important part of the all-China programs aimed at the preservation of the country’s intangible cultural heritage. After Xi Jinping’s “One Belt, One Road” strategy was proposed in 2013, the studies of the Chinese linguists are focused in particular on the cross-border languages of the national minorities of the country.

А. Semyonov. The Chinese President’s New Year Speeches in the Light of Dis-course Approach (Sociolinguistic Notes)
The article analyzes the Chinese President’s New Year speeches in accordance with a discourse approach. We examine the social context of New Year addresses, their specific type, kind and genre. Relevant constitutive features of the Chinese leadership discourse were identified. An attempt was made to emphasize the national specific characteristics of New Year Speech and show the peculiarities of the communicative implementation of the Chinese leaders’ political goals.
