Ya. Berger. Scientific and Technological Component of Comprehensive National Power of China
By the second decade of the XXI Century the drivers of high growth of economic aggregate national power in China during three previous decades have been almost exhausted. And the progress of science and technology as a main driver of development came to a forefront. Particularly important becomes the creation of domestic innovative potential that could change the growth pattern and increase the competitiveness of China in the world. The article analyzes national innovative development programs of China. Special attention is paid to information and communication technologies. It is emphasized that a crucial element of turning China into a global innovation power will be preserving cooperation and mutual trust between scientific community and the government of the country.

The article examines the features of modern international terrorism, its causes and expansion reasons, the relationship with negative phenomena that have significant effects on regional security. The author described the characteristics of terrorist activities in Central Asia, considered the main trends of their possible escalation in that region in the near future.

The article discusses the intensification of trilateral cooperation between Russia, Mongolia and China in recent years. The author analyzes the preconditions for cooperation, due to the similarity of economic policies of the three countries, considers the evolution of practical steps in this direction, explores the results of the trilateral meetings of scientific experts, appeals to number of existing challenges.

Fu Ying, Wu Shicun. How Have We Come to This Stage in the South China Sea: The Events and Twists & Turns
The position close to official on the question of the ownership of the Islands of the Nansha archipelago had been set out. The transfer by Japan to China of control over the Islands of the South China Sea (SCS) after the second world war, the history of Philippines and Vietnamese claims to the islands and reefs of the archipelago are described. Special attention is paid to the period after 2008 characterized by the aggravation of the situation in the South China Sea and by active U.S. interference in the region.

P. Gudev. Asia-Pacific: Maritime Conflicts’ Political and Legal Background
The process of strengthening political and economic importance of the Asia-Pacific region within the framework of the existing system of international relations is accompanied by the growing competition between its key players. A number of countries differently treats the rules of international Maritime law, seeking to provide the priority level of their own security — not only military but the mineral and even environmental. Attempts of some States to extend its sovereignty and jurisdiction over islands, sea waters, their living and mineral resources of the seabed and its subsoil had faced with opposition by the others eager to prevent the restriction of their rights and freedoms enshrined in the UN Convention on the Law of the Sea (1982). An analysis of how justified are certain claims and what is their role in strengthening regional conflicts becomes the aim of this article.

Nguyen Dinh Liem. Vietnam-China Relations and the Problems of the South China Sea
The article of a prominent Vietnamese political analyst, specialist on the relationship of Vietnam and China, is dedicated to sensitive and acute problem of Vietnam-China disputes in the South China Sea. According to the author, the problem of the South China Sea is not only the “most sensitive” in relations between Vietnam and China but also “the hot spot” in terms of regional security in Southeast Asia, and its solution is due to the peaceful conditions of development in the region and peace in the world.

A.Voloshina. The Taiwan Issue in Contemporary Sino-American Relations
The article examines the role which the Taiwan issue plays in the modern Sino-American relations. The author argues that despite the significant easing of cross-strait tensions during the administration of Ma Ying-jeou and diminished prospects for turning the Taiwan issue into a point of conflict in China-US relations, the historical differences between Beijing and Washington over Taiwan have not been resolved. The victory of the DPP candidate Tsai Ying-wen in the Taiwan’s presidential election can present a new challenge to China and the US.

L. Boni. Reforming the Structure of Agricultural Product Supply and Food Security in China
The reform aims at tackling the structural imbalances that have arisen in the system of supply of agricultural products and in the structure of food balance in China, covering production, import and stocks. The main objective of the reform was to move the development of the main sectors of the agricultural economy on market rails and to bring the proposal in line with market demand, to form a new system of effective supply with a rational structure and reliable guarantee to fully meet consumer demand.

A. Afonasieva. Overseas Chinese’s Role in the Development of the Southern Line of Silk Road Economic Belt
The article analyzes the economic impact of the overseas Chinese (Huaqiao) in the regions of China and Pakistan, along the Southern line of the Silk Road Economic Belt (SREB). The author examines the territorial structure of overseas Chinese investments, industry structure of their enterprises, industrial structure of economy in cities and provinces in China on the south line of SREB, as well as the structure of Chinese enterprises in Pakistan. The possibilities of Huaqiao to influence on the promotion of the south line of SREB in China and Pakistan are also assessed.

The article examines the functioning of Japanese small and medium-sized enterprises (SME) in the context of globalization that influenced on Japan’s domestic market and led to changing relationship between small and big businesses. Japanese SMEs are involved in the processes of globalization not only by the traditional export of capital or goods and services, but also in the “passive form” without the output of its activities outside the country. Special attention is paid to the support that Japanese government offers to small and medium-sized businesses with the aim of expanding its participation in the global economy.

The article describes the history of nuclear weapons in China, the content of the modern nuclear doctrine of the PRC, gives the detailed characteristics of the missile forces of the PLA, provides insights on the development prospects of this branch of the armed forces of China.

E. Starovoytova. Russian-Chinese Relations in 1891–1896 and the Activity of the Russian Envoy A. Cassini in Beijing
The time of activity of A. Cassini as Russian Ambassador in Beijing coincided with a series of events that had a significant impact on the development of Russia’s policy not only in China but also in the Far East and the whole world: Sino-Japanese war of 1894–1895 and the conclusion of the Treaty of Shimonoseki; the establishment of the Russian-Chinese Bank (1895); the signing of the Russian-Chinese Treaty of defensive alliance against Japan and the construction of the Chinese Eastern Railroad (1896). Obviously, the personality of the Russian envoy in Beijing could exert influence on the development of relations between the two countries, and therefore is worthy of special mention.

N. Petukhova. The Diplomatic Activities of Orientalists D. Pokotilov and D. Pozdneev in China (1895–1901)
The article discusses the activities in China of the two graduates from the Faculty of oriental languages of St. Petersburg University D. Pokotilov and D. Pozdneev in the late XIX Century. Both of them represented in Beijing the interests of the Ministry of Finance: D. Pokotilov in different times occupied posts in the diplomatic corps, D. Pozdneev conducted a major statistical study for the Russian government. The work in the field of practical Oriental studies did not restrict their activities — both were outstanding orientalists of their time, authors of many scientific papers.

G. Kulikova. “My Unbreakable Connection with Russia” (By the 90th Anniver-sary of Gao Mang)
The article is devoted to translator, explorer and promoter of Russian and Soviet literature and art in China Gao Mang, who in October 2016 celebrated his 90th anniversary. He is the author of translations of works by Pushkin, Lermontov, Turgenev, Akhmatova, Bunin, Mayakovsky, Esenin, Mandelstam and many other Russian writers and poets. During the years of creative activity Gao Mang had written and published more than 80 books, monographs and translations, many essays and articles on Russian and Soviet literature and art.
