Summary
E. Safronova. On the SREB’s Impact on Central Asian Security
The article discusses probable impact of the SREB project on the situation in the Central Asian region and adjacent territories in terms of their security and socio-economic stability. The author outlines the idea, that besides political and economic benefits, the construction of the OBOR and its SREB subproject generates a number of risks not only for the partner countries, but also for China itself.

S. Uyanaev. RIC Format in the Year of the 20th Anniversary of “Primakov’s Initiative”: on the Results of the 16th Trilateral Academic Conference
The article deals with the current state of affairs in trilateral format of interstate interaction «Russia – India – China» (RIC), the issue being considered in the context of discussions and results achieved during the 16th RIC Academic Conference, held in May 2018 in Moscow. The conclusion is made that the RIC structure continues to be a notable priority in the policy of each of the three countries, serves as a factor of advancement to polycentric world and is an instrument of strengthening bilateral relations between Russia, China and India.

A. Kupriyanov. The Maldives Crisis in Sino-Indian Relations: Causes and Consequences
The Maldives political crisis which began in early February 2018, threatened the complex system of interstate relations existing in the Indian Ocean. For the first time in the recent history the Maldivian authorities turned for help not to the traditional patron New Delhi, but to Beijing. The analysis of the crisis, its roots and possible consequences, makes it possible to clarify the motives of the actions of the Indian and Chinese political elites, to predict the further steps of China and India in the Indian Ocean region, as well as the dynamics of the future relations between Beijing and New Delhi.

V. Petrovsky. Security Outline for the Greater Eurasian Partnership
The article deals with the theoretical and practical issues of providing trans-regional security for the emerging Greater Eurasian Partnership (GEP). As it is being created on the basis of the Eurasian Economic Union and the Chinese Belt and Road Initiative (BRI), existing mechanisms of regional security in Eurasia, including the SCO and the possibilities of the private military and security companies, could be used to provide security for the GEP and BRI projects.

V. Matveev. Revaluation of the Role of Central Asian Resources in China’s Modern Energy Strategy
The 19th CPC Congress consolidated the trend for the use of high-quality energy resources. It is noted that in connection with the growing problems of developing the resource base of the gas-producing complex in the Central Asian region, the expansion of gas supply to China is in question. The directions of solving this problem are considered at the expense of the growth of transportation of Russian gas.

M. Evtodyeva. New Stage of Military-Technical Cooperation between Russia and China
The article analyzes three stages of military-technical cooperation (MTC) of Russia and China in 1992–2013 and features of a new stage of this cooperation which has begun in 2014. Among the key characteristics of the contemporary period of this cooperation China’s interest in purchases of advanced arms systems and in development and transfer of new technologies are designated. Considerable attention is paid to the analysis of influence of political factors on Russia–China MTC.

Yu. Magdalinskaya. Legal Framework for Institutional Investors in Russia, China and USA
The article casts light on law principles and basics of institutional investors’ performance in Russia, China and USA. Through involvement of institutional investors it is really possible to limit misconduct actions within the top-management of the companies. The performance of Russian pension funds and other funds of collective investments has been evaluated as low in comparison with other developed countries. Thus, the Chinese experience of legal frames for institutional investors’ performance might become a solid ground for Russian economy’s development.

N. Kim. Evolution of Gender Policy in the DPRK
The empowerment of Korean women was considered a priority in the social policy of the DPRK. The liberation of Korea from colonial dependence had set to the country’s leadership the task of eliminating semi-feudal remnants, one of which was discrimination against women in family and public life. The equality of men and women was justified by the socialist concept of women’s liberation. With the establishment of Juche as a state ideology in the DPRK, the development of women’s rights and duties has received a new ideological justification based largely on traditional Korean values.

L. Kondrashova. China Builds Its Own Socialism
The revolution of 1949 in China marked the country’s transition from “bureaucratic feudalism” to the construction of a socialist society. The beginning of the policy of reforms (1978–1979) is now interpreted as the “second revolution” — the transition from “state socialism” to “market socialism”. As can be seen from the decisions of the 19th CPC Congress, China is now launching a new round of socio-economic development aimed at combining the personal interests of citizens with public and state interests. The new turn of reforms can be described as the “third Chinese revolution” with dramatic consequences for the entire social structure. Mixed political system, combining strong centralized power with party-government management and democratic leadership at the grass-roots administrative level, will correspond to a multi-layered market economy.

K. Sanin. History and Culture in the Chinese Initiative “One Belt, One Road”
The “One Belt, One Road” initiative has become a significant contribution of the current Chinese leaders to the ideological development of China’s foreign policy. It has determined the development of China’s relations with neighboring States for the foreseeable future. The Chinese authorities present this initiative as a fundamentally new phenomenon in world politics, pointing to its direct connection with the historical cooperation on the Silk Road and the traditional Chinese approach to foreign relations. This article explores the cultural and historical aspects of the “One belt, one road” initiative, presented in the speeches of the Chinese leadership and comments of Chinese expert community and foreign scholars.

V. Bronnikov. China and Alexander Nevsky: in the Wake of the Enigmatic Expedition of 1261
The article highlights the problem related to the early period of the history of Russian-Chinese relations: could the first Russian expedition to China take place in 1261? Chinese scholar and official of the 13th century Wang Yun mentioned the arrival of travelers from the country of Fa-lan in the beginning of the reign of Kublai Khan. The history of the appearance and study of this text is considered. The basic version, from where could come this mission, is defined. The arguments that indirectly testify in favor of the Russian version of the origin of this expedition are given.

A. Verchenko. Soviet-Chinese Cooperation in the Architecture and Construction in China in the 1950s
During the period of close Soviet-Chinese cooperation in the 1950s, the Soviet Union has granted large assistance to the People’s Republic of China in architecture and construction: in planning of industrial zones on a nationwide scale, in town planning, the construction of industrial, residential and public buildings, cultural facilities, in improving construction technologies and training of national personnel.

O. Zavyalova. Innovative Technologies in Language Policy of China
Artificial intelligence is regarded by the Chinese leaders as one of strategic directions of the nation’s development. Innovative language technologies are widely introduced by Chinese linguists all over the country. In the nearest future these technologies will be also used as a “soft power” to create an attractive image of China abroad.

T. Mozol. Internationalization of Higher Education in the Republic of Korea: from Park Chung Hee to Park Geun Hye
The present study aims to examine Korea’s national educational policies through its historical development and to analyze the characteristics of the internationalization of Korean higher education as influenced by internal and external pressures. This paper attempts to enumerate internationalization policies and programs shared by the Korean government and the higher educational institutions as well as feature results and achievements of strategic internationalization programs such as “Study Korea Project” and “Brain Korea 21”.
