Summary
N. Zamaraeva. The PRC and Problems of Peaceful Settlement in Afghanistan
The article analyzes China’s position on the settlement of the crisis in Afghanistan. It presents the dynamics of Beijing’s approaches taking into account the intra-Afghan and regional challenges — strengthening the armed opposition in Afghanistan, its influence on the Muslim Uighurs of Xinjiang, strengthening the strategic partnership of the US and India in the region. The turning point for the region was 2015, when Beijing and Islamabad signed documents to create the China — Pakistan “economic corridor” (CPEC).

D. Lebedeva. Chinese Planning System at the Present Stage
The article analyzes the changes in the macroeconomic planning of China during the periods of 12th and 13th five-year plans of social and economic development of the national economy (2011–2020). The trends that emerged during the preparation and implementation of the 12th five-year plan (2011–2015) are considered and reflected in the 13th five-year plan (2016–2020).

V. Akimova, I. Tikhotskaya. The Rise of Solar Energy in China and Japan
Solar energy, based on the achievements of modern photovoltaics, became an important factor in the development of the world fuel and energy complex at the beginning of the XXI century. The article analyzes the current state of solar energy, the main directions and prospects of its further development on example of China and Japan, the world leaders in this field. It is noted that such factors as inexhaustibility and environmental friendliness, high innovation potential and progressive cost reduction contribute to the growth of investment attractiveness of solar energy in these countries.

V. Namzhilova. Economic Development of the Inner Mongolia Autonomous Region at the Beginning of the XXI Century
The article discusses the features of modern development of the economy of one of the largest regions of China — the Autonomous Region of Inner Mongolia. The author studies the “phenomenon of Inner Mongolia” — a record for the duration of ultra-high economic growth that took place in the first decade of the XXI Century, replaced by strict conditions of “new normality”. She analyzes the changes in the sectoral structure, focusing in detail on the priority sectors: electricity, chemical industry, mechanical engineering, etc. Special attention is paid to the improvement of the mechanism of cooperation between ARIM, Russia and Mongolia.

A. Kaplunenko, V. Vishnyakova. On the Effectiveness of the Use of Speech Techniques of Persuasion in the Budget Message of the Presidents of the Republic of Korea
The paper analyzes the persuasive statements in the budget messages of South Korean presidents sent to the Parliament. Efficiency, eloquent power of the corresponding texts is considered by the authors as persuasive elements. The prime attention in the article is paid to the illocutive power of persuasive speech techniques in the speeches of the presidents of the Republic of Korea.

F. Strugach. Japan in Classic American Geopolitical Theories
The article analyzes the main provisions of the theories of classical American geopolitics A. Mahan, N. Spikeman and J. Kennan in relation to U.S. policy in the Asia-Pacific region as a whole and in relation to Japan in particular. Despite various transformations in politics, classical theories remain the foundation of modern US foreign policy. The author concludes that the concepts of American theorists mainly reflect the current foreign policy actions of the United States in the region.

I. Gruzinov. Elements of Traditional Chinese Ideology in the Modern Ideological Course of the CPC
The article deals with new approaches to the development of the ideological course of the CPC, which are based on the values of the traditional Chinese world view. In some elements of this course the ideals of ancient Chinese thinkers are used, for example, the ideas of “xiaokang” society and the “noble man”. Perhaps it is this appeal to the past that will help to unite the nation and resolve the contradictions accumulated over the years of China’s growth. The author believes that traditional ideology has become an integral part of the modern ideological course of the CPC.

N. Anisimtsev. On the Civil Aspects of Taiwan Modernization
The article contains a brief description of the history of formation and development, the current state of civil law in Taiwan in the context of modernization of society and economy on the island. The topic of property-legal relations is specially considered. The general principles of property law of the country are analyzed. The analysis of the structure and evolution of real law institutions reveals some features of Taiwan’s modernization process in the past and present.

Sun Xiuwen. On Some Aspects of Geopolitical Relations in the Arctic
The article deals with the phenomenon of “cognitive dissonance” between regional and non-regional players on Arctic issues, its causes and consequences, as well as measures to reduce its degree. The main reason for these differences is national identity, the categorization of which creates differences between “us” and “them”. It is easier for countries with similar identities to perceive reality in the same way and to develop cooperation.

V. Balakin. The Choice of the Optimal Integration Paradigm in Eurasia
The article presents the idea of an integration project for Eurasia, the purpose of which is to expand the discussion in this direction. Currently, the initiators of the integration process in Eurasia are, first of all, the Russian Federation and the People’s Republic of China, which are seeking new resources for economic growth in the conditions of the growing global financial crisis. Building the Eurasian community Moscow and Beijing see the most realistic integration paradigm in the creation of an effective consultation mechanism that allows to bring together positions on key global issues.

S. Spartak. Eastern Expansion of Russia at the Turn of the XIX–XX Centuries and Its Perception in America
The article deals with various aspects of Russia’s expansion to the East in the late XIX — early XX centuries, including the economic and political components of this process. The reasons for the increased clash of interests between Russia and the United States in the Far East, up to the first systemic crisis in bilateral relations under the influence of Russian expansion in Northern China and the Russian-Japanese war are shown. The main directions in the American public opinion of that time in connection with the Eastern policy of Russia are analyzed. It is concluded that the “Far Eastern factor” contributed to the negativity of the image of Russia in the views of the Americans.

O. Sandomirskaya. Press Coverage by the UK, France and the US of Political Situation in Japan in the Middle of the XIX Century
The article analyzes the publications of the Western press devoted to the situation in Japan in the middle of the XIX century. Special attention is paid to the coverage of the Boshin war (1868–1869) and the initial period of Meiji Restoration, which marked the beginning of Japan’s modernization. The role of Western Newspapers in shaping public opinion in Europe and the United States in relation to Japan, familiarity of readers with the previously little-known Eastern country.

E. Khakhalkina, B. Zhigalov. I.M. Maysky and Soviet-Japanese Relations in 1927–1929
The article deals with the activities of the famous Soviet diplomat I. M. Maisky, the chargé d’affaires (1927), then the advisor to the Soviet mission in Japan. The article was based mainly on the correspondence of the diplomat, who analyzed the state of Soviet-Japanese relations in the second half of the 1920s, described the Japanese foreign policy, especially in China. Of particular interest are the recommendations by I.M. Maysky concerning relations between the USSR and Japan in the Far East.

M. Khaymurzina. Confucianism as a Civil Religion: Problems and Prospects
The concept of civil religion is now becoming important for Chinese society. Religious traditions — values, symbols, rituals, beliefs — bind all citizens into a single whole, defining the religious component of social life. The civil religion in China, founded on Confucian values, is designed to give the Chinese nation a full community of interests, feelings and thoughts.
