The Role and Importance of Relations between Russia and China in Current International Environment
The article analyzes the main areas of development of the strategic partnership between Russia and China at the present stage.The author examines the characteristics of their interac-tion in overcoming the consequences of the global financial and economic crisis, and explores the state of bilateral commercial, economic, cultural, and humanitarian relations. Problems of, and prospects for, cooperation between the two countries in the international arena are also ana-lyzed. The article identifies a number of problems and bottlenecks that affect the effectiveness of relations developing between Russia and China, suggests ways to overcome them, and makes a major conclusion that full-scale promotion of bilateral strategic partnership serves both coun-tries’ fundamental national interests.

The Rich History of Friendship and Partnership. 60 Years of Diplomatic Relations between the USSR/Russia and Vietnam
The article offers an overview of USSR-Vietnam and Russia-Vietnam relations against the historical background of events in the APR and Southeast Asia since 1950, when diplomatic relations were established between the USSR and the Democratic Republic of Vietnam, to this day. It shows the significance of Soviet aid extended to the people of Vietnam at all stages of the two Wars of Resistance and during the time of the country’s peaceful development. The current stage of Russia-Vietnam relations is characterized by comprehensive mutually benefi-cial cooperation, which is developing successfully on the principles of strategic partnership with due account for the two countries’ national interests, for the cause of peace, stability and security in the region.

Military Diplomacy in China Today
The article examines China’s military diplomacy and its role in present-day military policy in the context of wide-scale security measures serving to create a favorable international environment for implementing the national development strategy.

China: Innovative Development During the World Economic Crisis
The authors look at different aspects of China’s innovative development that acceler-ated significantly in recent years. As the country is making a transition from a purely export model to a model centered on domestic demand, its economy is restructured, imported tech-nologies are replaced with domestic innovations, and its companies are expanding their invest-ments in the rest of the world in an effort to obtain new manufacturing and management tech-nologies. All these developments are largely at the root of China’s successful anti-crisis strat-egy, and the world crisis will become a further stimulant contributing to the fulfillment of the objective set in 2006 — to transform China into an innovative country by 2020.

Reform of China’s Transportation System and the World Financial Crisis
For quite a long time, China has not paid enough attention to balanced transportation development, and it has turned into a bottleneck of the national economy. From the early 1980s, however, new approaches to this industry’s improvement have been adopted: special stress was made on improving the quality of the transportation network and high-speed passenger rail-roads and highways have been built; new technologies have been introduced to increase trans-portation and freight capacity, save fuel, and upgrade transportation logistics. Paradoxical as it might seem, the world financial crisis, though, turned the industry into an “anti-crisis tool” stimulating development of the national economy.

The North Korean “Army’s Priority Policy” in the Economic Sphere
The article deals with the economic aspects of North Korea’s songun (“army first”) policy, examines reasons for its appearance, and explains both the ideological core of songun and the role of the North Korean army in revitalizing the country’s economy. Key words: The DPRK; North Korea; songun; army; economy. L. Badalian and V. Krivorotov. The Eastern and Western Ways of Survival The Ongoing Merger of Two Approaches in the Limit of Resources. Growing shortages of resources, global warming, and pollution are a sign of how far Western-type development may go. Switching back to small-scale production may lead to a merger of the western and eastern types of development. It may lead to settlement of sparsely populated lands unsuitable for horticulture, and to considerable gains in productivity by in-creasing precision as compensation for reduced expenditure of power. This may put renewed stress on the importance of social stability that is currently taking major blows from the mount-ing imbalances of globalization.

The 60th Anniversary of the Treaty Between the USSR and the PRC on Friendship, Alliance and Mutual Assistance Signed on February 14, 1950
The article reviews the history of conclusion of the above-mentioned Treaty and points out its significance for the strengthening friendly ties between the Soviet Union and China. It contains evaluation and description of character of the Soviet-Chinese relations in various peri-ods covered by the Treaty. An attempt had been made to analyse the process of their normaliza-tion on a new basis after the 1950 Treaty ceased to be effective.

The Political Personality of Sun Yatsen as Seen in the Correspon-dence of I. Stalin and G, Chicherin wish L. Karakhan (1923—March 1925) The author of the article, which is based on documents, comes to the conclusion that in 1923 — March 1925 when relations between the Soviet Union and Sun Yatsen were estab-lished and were being developed, nobody in the Soviet leadership had any notion about Sun Yatsen as a revolutionary, ideologist and practician of Chinese revolution. In higher echelons of Soviet Communist Party and the Comintern there existed some distrust to Sun Yatsen as ordi-nary militarist. As a result, an extension of financial aid to him, which had been promised in March 1923, was delayed for a year. The article shows how difficult was the process of making decision by the CP Political Bureau to provide Sun Yatsen with weaponry, financial and other assistance and to establish wide range cooperation with him.

Temple Fairs in Contemporary China Temple fairs (miao hui) are an important part of Chinese culture.
Traditionally combin-ing cults, rites and religious beliefs with trade and colorful performances in the past, contempo-rary temple fairs have evolved into massive events supported at local and governmental levels. Though some of the sacred significance of temple fairs has faded, social communication re-mains its main function.
