A. Lomanov, O. Borokh. Strategy of Building «Powerful Cultural State» (the Decisions of the 6th Plenary Session of the 17th CPC Central Committee)
The article is focused on the decision of the Central Committee of the CPC on cultural policy aimed at overcoming the previous one-sided attention to the problems of economic development. Long-term strategy of building «a powerful cultural state» combines the internal cohe-sion of Chinese society with rising international influence of the PRC, increasing of its potential, soft power and expanding availability of presence of Chinese cultural products on the global market.

G. Lokshin. APEC and Its Summit-2012: Horizons of Hopes for Russia
The article examines Russia’s relations with the Forum of Asian-Pacific Economic Cooperation (APEC) in the context of its coming Summit-2012 in Vladivostok. The author analyzes the adopted concept of the summit and Russia’s efforts to integrate the economies of Siberia and the Russian Far East into Asia-Pacific cooperation network.

The article highlights the major events of the 11th tripartite conference of scientists from Russia, China and India, held on November 15–16, 2011 in Beijing. The viability of the format «Russia-India-China» is emphasized and new areas and forms of reinforcing the tripartite collaboration are identified.

The article analyzes the position of Japan and the US regarding the Taiwan issue at current stage. The relationship between Japan and Taiwan in practical spheres has been analyzed. The assessment by Japanese experts of the perspectives for future development of the situation around Taiwan is given.

The article proves the necessity to revise the structure of State’s membership at the IMF. Particular attention is paid to the most dynamically developing BRICS countries that might potentially have more influence on the global economy. The gradual winning of the international recognition by the Chinese yuan has been explored.

The beginning of the 21st century was marked by a boom in construction of high-speed railways (HSRW) in China that was released into a world’s leader both in their extent and train speed. The extensive HSRW network began to be perceived as a «calling card» of the Chinese economy, reflecting its successes and challenges.

Fang Tingting. The Energy Cooperation Between China and the Gulf Countries
The author examines China’s energy policy in the Gulf region. This article contains a detailed analysis of the main vectors of China energy cooperation with Iran, Iraq and the countries of the Cooperation Council for the Arab States of the Gulf (GCC).

A. Sorokin, V. Mezhakov, T. Artyomenko, V. Serebrennikov. The Problems of Cross-Border Use of Agricultural Lands in Russia and China in the Basin of the Upper and Middle Amur River
The article analyzes the agricultural potential of the basin of the Upper and Middle Amur River. The peculiarities of land use and the efficiency of use of agricultural resources have been examined. Taking into account the cross-border factor a concept of creation of integrated international agricultural and industrial zone has been proposed.

A. Larin. Chinese Migrants in Russia and the Policy of Beijing
China seeks to keep and expand the presence of migrant workers in the Russian market, fries to increase their quotas. The Chinese authorities call all the migrants for strict observance of the Russian legislation and at the same time protect them from unlawful encroachments by internal security forces and extremist nationalists. Simultaneously Beijing shows its restraint in order not to damage the friendly atmosphere of the Russian-Chinese partnership.

V. Gurkovsky. Cadet Corps in Shanghai. 1922–1924
During the civil war in Russia and the exodus of the White Army some cadet corps emigrated together with it. Part of them setteled in Сhina (Shanghai). Relied upon memoirs and archival material the author examines this unexplored part of the history of Russian emigration in China.

O. Artemyeva. Chinese Eastern Railroad and the Mukden Agreement: New Materials
Important political and economic role of the Chinese Eastern Railroad (CER) for Russia, its significance in Sino-Russian relations had determined aspirations of leaders of Soviet Russia to settle the issues pertaining to ownership and management of the CER. New materials used in this article illustrate the complex and contradictory process of negotiations on those issues that lasted for several months.
