A. Larin. Cooperation Across the Taiwan Strait: Achievements, Problems and Prospects

With the accession to power of the KMT in Taiwan, the relationship of the island with the mainland have entered a new phase that characterized by qualitative deepening of economic integration, the expansion of contacts and significant improvement in the overall political atmosphere. The basis for progress lays in recognition by the parties of «1992 Consensus.» They discussed the idea of a peace agreement, but the obstacle here is the ambiguous attitude to it of Taiwan and, probably, the Chinese leadership. The U.S. is not interested in Taiwan’s moving to «independence», although not refuses to sell military hardware to the island. Generally, the peaceful development of relations between two sides of the Taiwan strait is running with high degree of stability.

Y. Morozov. Influence of the Middle East Crisis on the National Interests of the SCO States.

The paper examines how a «peaceful aggression» in the Middle East is being unleashed under current conditions, what methods and forms are applied to eliminate legitimate authorities in some countries of the region, what consequences of possible aggression against Syria and Iran should be expected by the SCO States, and what is appropriate to be done to prevent the very aggression in the Central Asian region.

Zhao Xin. China’s Foreign Trade in the XXI Century: the Features of State Regulation and Dynamics of Development

With the country’s reform and opening up on the background, especially after its entry into WTO (2001) China has been steadily increasing its role in world trade. The article attempts to identify the specificity of the development of this important sector of Chinese economy, to analyze by mathematical methods the changes in commodity structure of imports and exports, to represent main instruments for implementation of China’s foreign trade strategy in the XXI century.

A. Voronin. Energy As the Material Foundation for Strategic Partnership Between Russia and Vietnam

The cooperation between Russia and Vietnam in the fuel and energy sector has long-term, mutually beneficial and comprehensive record. It includes industrial cooperation in oil and gas industry, technical and economic cooperation in building capacity in hydro, thermal and nuclear energy, coal mining, construction of power grids and pipelines, in the training of qualified personnel in the SRV. The paper presents the main stages and characteristics of the energy cooperation between Russia and Vietnam for nearly sixty years, reveals a trend of further cooperation in this field.

The article describes the dynamics of ren​_ovation of Chinese society, the stages of its modernization. It traced the milestones for the implementation of state policy levers of market economy and the main directions of social and economic development.

A. Ponamareva, S. Ponamarev. Chinese Immigration in the Context of Russia’s National Security: Trends and Prospects

The authors analyze the structure of migration flows from China to Russia, the goals of immigrants and the official attitude to them in their historical homeland, features of national character of newcomers. They suggest that differences in the statistical data about Chinese presence in the Russian Federation may be partly overcome by studying Chinese immigration as a component of demographic and economic policies of the PRC.

V. Samsonova, E. Kim. Migration in the Republic of Korea: Current Status, Problems and Prospects

The current situation in the country in the field of human resources is pushing the South Korean government to develop a new strategy for immigration to meet the global challenges. Migration processes in the RK are multidirectional and diverse in nature. At the same time more and more acute is now a problem of lack of low-qualified workers as well as highly skilled personal in leading industries. In this regard, the priority of migration policy in the South Korea is to recruit foreign professionals and retain national human resources.

E. Pivovarova. On the Question of the «Model» of Social and Economic Development of China

The article describes the essence of the «model» of social and economic development of China, officially called «socialism with Chinese characteristics». It is different from both the classical and the «NEP» socialism and had inherited on practice the idea of implementing «social control of production» at the grassroots and national level.

V.   Samartsev. National Power with Chinese Characteristics

Modern computer strategies are quite realistic in simulating conditions of coexistence for different civilizations. The player leads his state from the primitive settlement to a giant empire in a dynamic world, full of threats and challenges. Overindulgence in pursuing one direction of development or tense relations with some neighboring countries result in waste of resources, growth of confrontation and inevitable collapse. On the contrary, by balancing various politics one can expand its zone of influence and claim for a superpower status. It is easy to practice and even succeed in guiding the state, if virtual mistakes are corrected by the game reloading. But real life situations demand much more expertise and comprehensive analysis.

V.   Balakin. The European Experience of Regional Integration For East Asia

There is a tendency to indiscriminately use the term «integration» with respect to any form of convergence of States, including those that should be called “cooperation” or “alliance”. This article points out that economic integration projects such as occur not only in Europe but also outside it, particularly in East Asia, drastically differ in form from those of the Old World.

A.   Kartunova. The Problem of China at the VII Plenum of the ECCI: Discussion in the Chinese Commission (December, 1926)

The autor reviews the debate at the meeting of Chinese Commission during the VII Enlarged Plenum of the Executive Committee of the Communist International (ECCI) in December, 1926. The Committee was due to assess the current Chinese revolution and its future development. Citing previously unpublished transcripts of the meetings the author notes that there had been no unanimity on almost all the issues discussed by the Commission and members of the delegation of the CPC, and tasks that were set before the party strained its capacity at that time.

F.   Sinitsyn. The Soviet-Japanese Confrontation and the «Buddhist Factor» (1927–1945)

The article analyzes the impact of the «Buddhist factor» on the Soviet-Japanese relations during the period of 1925–1945, in particular, its role in political and military confrontation between the USSR and Japan.

A. Kozlov. Opium: An Important Source of Revenues for British Colonial Administration of Hong Kong in 1900–1941

The article, based on official documents of colonial administration in Hong Kong, sets the task to address the policy, pursued by the Brinish colonial authorities to make opium a legal source of revenues in the first half of the XX century. In defiance of resolutions passed by several international conferences on drug control issues, including the sessions of the Shanghai Commission on Opium (the 100 th anniversary of which was celebrated in 2009), Britain used opium trade widely to fund the governance of its domain on the Chinese soil until 1945, when under the US pressure it was forced to ban such activities.
