Ya. Berger. Results of the XVIII Congress of CPC: Continuity and Renovation
The initial steps of the new CPC leadership are aimed at strengthening its authority and preparation for reforms designated to solve complicated social and economic problems. The hardships and challenges hindering the development, and the necessity to change its paradigm are considered. There is a need for mitigation of social injustice that requires not only changes in the distribution of income, but also the transformation of social structure of the society. Considerable attention is paid to the importance and prospects of political reform. The discussion of foreign policy emphasizes that its formation has been influenced by mixed assessments of challenges and threats to long-term goals of China.

S. Uyanaev. Russia — India — China: the 12 th Tripartite Scientific Conference
The article provides a brief background of tripartite conferences of political scientists of Russia, India and China, notes the importance of these forums. Detailed consideration was given to the main issues that were on the addenda of regular, 12 th meeting of scholars, that was held late in 2012 in New Delhi. A few conclusions about the prospects of Russian − Indian − Chinese cooperation in the RIC format were also made.

P. Mozias. Maritime Activities in China: Economic and Geopolitical Issues
The interaction of economic and political factors behind the strengthening of maritime activities in China is under consideration. Trends in the main sectors of the maritime economy of the PRC (port facilities, shipping, shipbuilding, fisheries and aquaculture, offshore oil and gas) have been examined. The dynamics of maritime territorial disputes, which involve China, was analyzed. It is shown that the maritime sector is one of the important areas of conflict of interest in the circuit of Sino-US rivalry.

The article deals with the territorial dispute between Japan and China over Senkaku (Diaoyu) Islands, which led to a serious deterioration in relations between the two countries. The key positions of the parties on the issue, based on official documents, as well as the view of the United States are discussed.

V. Balakin. Geopolitical Background of the Russian-Chinese Investment Cooperation in Central Asia
China has long considered the region of Central Asia as a sphere of its exceptional interest and could hardly accept today the US efforts to arrange their permanent presence there. So it seems reasonable for experts to consider gradual development there of Russian-Chinese economic cooperation, including long-term comprehensive development of large regional investment projects, as very real possibility.

Government and Bank of Japan (1980’s — 1990’s)
The article analyzes the causes and effects in Japan of the financial crisis of 1980−1990s, which affected not only the economy, but the entire social life of the country, bringing it to a radical reform of domestic financial system. Monetary policy of the Bank of Japan and political circumstances surrounding the financial reform are discussed.

S. Mishchuk. The Impact of Foreign Labour on Socio-Economic Development of the Russian Far East (mid XIX — early XXI)
The article analyzes the dynamics of attracting foreign labour in the Russian Far East during the period mid XIX — early XXI. The results of comparative analysis of the quantitative and qualitative impact of immigrants on social and economic development of the territory in pre-Soviet, Soviet and post-Soviet periods are given. The author describes the reasons for bringing the labour from neighboring Asian countries to the Russian Far East and their role in its development.

Nearly five years lasted the Vietnam — US negotiations on the Vietnamese settlement. On January 27, 1973 the Agreement on Ending the War and Restoring Peace in Vietnam was signed. USA had to stop a war of aggression, recognize the fundamental rights of the Vietnamese people for freedom, independence and unity of the country. The agreement paved the way for the final victory of the Vietnamese people and for the reunification of the country.

Yu. Vanin. Early History of the Korean Worker’s Party (Based on the Russian Archives)
The author looks at the situation in Korean communist movement after the liberation of Korea in August 1945, along with the process of formation of the ruling North Korean Worker’s Party. The study is based on materials from Russian archives, originally brought up to the academic limelight.

M. Krotova. Soviet Presence on the Chinese Eastern Railroad (CER)
(1924 — 1935)
The joint Soviet-Chinese management of CER in 1924 — 1935 provided possibility to expand the Soviet economic and political influence in Northern Manchuria. The main agents of Soviet influence on the CER were party cells, trade union cells, Young Communist League and Pioneer organizations, railroad clubs and schools, pro-Soviet press. However with significant financial and administrative resources, the Soviet managers of CER were largely dependent on Moscow leadership and international situation.

S. Toroptsev. Chinese Writer Mo Yan — 2012 Nobel Prize Winner
Chinese writer Mo Yan, whose “hallucinatory realism merges folk tales, history and the contemporary”, was awarded the Nobel Prize in Literature for 2012. Some time in the past the work by Mo Yan were banned in China, but now he is one of the most popular writers in the country, whose books circulated in large editions. His novels have been translated into many languages, including Russian.

Я. Бергер. К итогам XVIII съезда КПК: преемственность и обновление курса
Прослеживаются начальные шаги нового руководства КПК по укреплению своего авторитета и подготовке к проведению реформ, направленных на решение сложных социально-экономических проблем страны. Рассматриваются трудности и вызовы, препятствующие развитию, и необходимость изменения его парадигмы. Остро необходимым представляется смягчение социальной несправедливости, требующее не только изменений в системе распределения доходов, но и трансформации социальной структуры общества. Значительное место уделено важности и перспективам проведения политической реформы. При характеристике внешнеполитического курса подчеркивается, что на его становлении сказываются неоднозначные оценки вызовов и угроз долгосрочным целям Китая.

В статье приводится краткая предыстория трехсторонних конференций ученых-политологов РФ, Индии и КНР, отмечается значение данных форумов. Подробно рассмотрены основные вопросы, ставшие предметом очередной, 12‑й встречи ученых, которая прошла в конце 2012 г. в Дели. Сделан вывод относительно перспектив российско-индийско-китайского взаимодействия в формате РИК.

П. Мозиас. Морская деятельность Китая: экономические и геополитические аспекты
Характеризуется взаимовлияние экономических и политических факторов, обусловивших активизацию морской деятельности Китая. Исследуются тенденции развития основных секторов морской экономики КНР (портового хозяйства, морского транспорта, судостроения, рыболовства и аквакультуры, морской добычи нефти и газа). Проанализирована динамика морских территориальных споров, в которые вовлечен Китай. Показано, что морская сфера становится одной из важных зон столкновения интересов в рамках китайско-американского соперничества.

Китай издавна рассматривал пространство Центральной Азии как зону своего исключительного внимания и вряд ли готов смириться ныне с попытками США обустроить здесь свое постоянное присутствие. Представляется обоснованной точка зрения экспертов, считающих вполне реальной возможность постепенного формирования в этом регионе российско-китайского экономического взаимодействия, включая долговременные двусторонние договоренности по комплексному развитию крупных региональных инвестиционных проектов.

С. Мищук. Влияние иностранной рабочей силы на социально-экономическое развитие Дальнего Востока России (середина XIX—начало XXI вв.)
В статье анализируется динамика привлечения иностранной рабочей силы на Дальний Восток России с середины XIX в. до начала XXI в. Приводятся результаты сравнительного анализа количественных и качественных показателей влияния трудовых иммигрантов на социально-экономическое развитие рассматриваемой территории в досоветский, советский и постсоветский периоды. Автор характеризует причины привлечения на российский Дальний Восток иностранных работников из сопредельных азиатских стран и их роль в его освоении.

Почти пять лет длились вьетнамо-американские переговоры о вьетнамском урегулировании. 27 января 1973 г. было подписано Соглашение о прекращении войны и восстановлении мира во Вьетнаме. США были вынуждены прекратить агрессивную войну, признать основные права вьетнамского народа на свободу, независимость, единство страны. Соглашение открыло путь к окончательной победе вьетнамского народа и к воссоединению страны.

Ю. Ванин. Из истории становления Трудовой партии Кореи (По материалам российских архивов)
Автор статьи рассматривает состояние коммунистического движения в Корее после ее освобождения в августе 1945 г., процесс формирования правящей в Северной Корее Трудовой партии. Исследование основано на материалах российских архивов, впервые вводимых в научный оборот.

М. Кротова. Советское присутствие на КВЖД в 1924–1935 гг.
Совместное советско-китайское управление КВЖД в 1924–1935 гг. дало возможность расширить советское экономическое и политическое влияние в Северной Маньчжурии. Основными проводниками советского влияния на КВЖД были партийные ячейки, профсоюз железнодорожников, комсомольские и пионерские организации, железнодорожные клубы и школы, просоветская пресса. Однако, обладая значительными финансовыми и административными ресурсами, советское руководство КВЖД не было самостоятельным, в значительной степени зависело от Москвы и внешнеполитической ситуации.

Китайский писатель Мо Янь стал лауреатом Нобелевской премии по литературе за 2012 г. с формулировкой за «галлюцинаторный реализм», в котором он «соединяет сказку, историю и современность». Одно время произведения Мо Яня запрещались в Китае, но сейчас он — один из самых популярных авторов в стране, издающийся большими тиражами. Его романы переведены на многие языки мира, включая русский.

The article analyzes the dynamics of attracting foreign labour in the Russian Far East during the period mid XIX — early XXI. The results of comparative analysis of the quantitative and qualitative impact of immigrants on social and economic development of the territory in pre-Soviet, Soviet and post-Soviet periods are given. The author describes the reasons for bringing the labour from neighboring Asian countries to the Russian Far East and their role in its development.

Nearly five years lasted the Vietnam — US negotiations on the Vietnamese settlement. On January 27, 1973 the Agreement on Ending the War and Restoring Peace in Vietnam was signed. USA had to stop a war of aggression, recognize the fundamental rights of the Vietnamese people for freedom, independence and unity of the country. The agreement paved the way for the final victory of the Vietnamese people and for the reunification of the country.

The author looks at the situation in Korean communist movement after the liberation of Korea in August 1945, along with the process of formation of the ruling North Korean Worker’s Party. The study is based on materials from Russian archives, originally brought up to the academic limelight.

M. Krotova. Soviet Presence on the Chinese Eastern Railroad (CER)
(1924 — 1935)
The joint Soviet-Chinese management of CER in 1924 — 1935 provided possibility to expand the Soviet economic and political influence in Northern Manchuria. The main agents of Soviet influence on the CER were party cells, trade union cells, Young Communist League and Pioneer organizations, railroad clubs and schools, pro-Soviet press. However with significant financial and administrative resources, the Soviet managers of CER were largely dependent on Moscow leadership and international situation.

S. Toroptsev. Chinese Writer Mo Yan — 2012 Nobel Prize Winner
Chinese writer Mo Yan, whose “hallucinatory realism merges folk tales, history and the contemporary”, was awarded the Nobel Prize in Literature for 2012. Some time in the past the work by Mo Yan were banned in China, but now he is one of the most popular writers in the country, whose books circulated in large editions. His novels have been translated into many languages, including Russian.
