V. Rodionov, D. Buraev. Presidential Elections in Mongolia in 2017: Foreign Policy Aspect

The paper provides an analytical review of the presidential elections in Mongolia held in 2017. The emphasis of the study is focused on the foreign policy aspects of the election campaign. The main foreign policy topics during the election period were the relations with Russia, China and foreign investors. Rapprochement with Russia was supported unanimously by all candidates. However, “China issue” turned to be the most heated debates, due to complex problems in Mongolian-Chinese relations.

D. Kuznetsov. About the Relationships between the US and China in the Initial Period of Trump’s Presidency

The article considers the relationship between the US and China in the initial period of D. Trump’s presidency, contains an analysis of changes in the rhetoric of the statements of the U.S. President against China. The author also touches on “sensitive” topics in the U.S.–China relations: trade and economic frictions, the situation in the South China and East China seas, the issue of Taiwan, the rigid position of the United States against North Korea, etc.

Liang Zhenpeng. New Concept of China’s Security and Its Practices within the Framework of the Shanghai Cooperation Organization in the 21st Century

The article provides a new concept of China’s national security in the 21st Century and its practice within the framework of the Shanghai Cooperation Organization (SCO). The values of cooperation in the spheres of security, economics and humanism among the member countries are analyzed, a new concept of security in these spheres is justified.

K. Asmolov. Situation around the Korean Peninsula: Time to Make Difficult Choice

The North Korean nuclear test and the IBM launch drew a line under a period of uncertainty, when the great powers could expect that the nuclear issue on the Korean Peninsula will resolve itself. In this situation, the DPRK, the United States, China, Russia, South Korea and Japan face inescapable and unpleasant choice. The article analyzes the causes and consequences of such a choice and the factors that can affect it.

Under debate with the previous article of K. Asmolov, the author expresses an opinion about the current situation and solutions of the North Korean nuclear issue, analyses the positions of key participants from the view of the perspective for security in North East Asia.

P. Kamennov. Russian-Chinese Scientific and Technical Cooperation

The article examines main trends of Russian-Chinese scientific and technical cooperation in the early 21st Century and its meaning for innovation development. The article notes activity, comprehensive character and variety of forms of scientific and technical exchange between the two countries. According to the author the main problems of cooperation are differences in views on the role of science in modern society, unsatisfactory results of reforming the Russian Academy of Sciences in 2013–2016, insufficient funding of Russian science.

L. Zakharova. Labour Migration from North Korea as an Important Direction of Its Foreign Economic Relations

The article analyzes the current situation of temporary labour migration from the DPRK, significance of this cooperation form for North Korea’s economy, and its prospects taking into consideration the existing sanctions regime of the UN Security Council. The author reviews assessments on the current scale and structure of labour exports from the DPRK.

E. Zaklyazminskaya, Chen Xiao. The Development of Inbound Tourism in China: Economic Aspect

Since 2006 China ranks 4th in the number of arrivals of tourists, since 2015 it ranks 2nd in income from tourism. The article gives general characteristics of the Chinese inbound tourism market, discusses its economic effects after 1978, estimates measures to stimulate the tourism industry in all aspects and its importance for the economy of the country.

I. Chubarov. Geography of Conjunction: Regional Policy of the PRC and Spatial Development of the EAEU Countries

The EAEU countries have a long border with China and are included in three of the six international economic corridors proposed by the PRC. The purposes of the “belt and road” do not contradict the basic provisions of the regional policy of EAEU and objectively contribute to improving the transport connectivity and the development of certain key regions of Eurasia. However the spatial plans must consider the danger of increasing spatial inequality, conservation of the obsolete economic structure of the border regions and the emergence of new environmental risks.

The article examines the modern hydropower strategy of the PRC, evaluates through the history current situation with the construction of hydroelectric power stations. The basic directions of work on preservation and improvement of ecosystems of rivers used for construction of hydroelectric power station are described.

A. Semyonov. Prospects for the Development of the Principles of Meritocracy in the PRC’s Political System

In recent years the Chinese government had attempted to create a system based on the principle of meritocracy, according to which the most capable people should take leading positions. In contemporary China, meritocracy is seen as an alternative to Western liberal democracy on such criteria as the effectiveness of public administration, and presupposes the presence of numerous formal qualification criteria. However, the implementation of this system poses a number of difficulties. The absence of an independent judiciary and an independent media, and the shortcomings in the implementation of the rule of law could turn meritocracy to its opposite. The main risks are corruption in the selection process and the possibility of falsification of statistics. Adaptation of certain elements of democracy to the Chinese system could be the solution to the existing contradictions.

A. Kuznetsov. Professor Shi Lugo, Yunnan Expedition and the Formation of Anthropology in China (The 130th Anniversary of S.M. Shirokogoroff)

The article considers some issues of the participation of S. M. Shirokogoroff (Shi Lugo) in the development of anthropology in China. Also the results of Yunnan expedition of 1928 are re-estimated. On the basis of new materials, the author proves the existence of non-scientific reasons in “the Shirokogoroff’s case” and in previous evaluations of his activities. The main scientific works of S.M. Shirokogoroff, prepared in China have not lost their value till now.

A. Ipeeva. Consulate of Japan in Novosibirsk in 1920–1930 (on the Documents of the State Archive of the Novosibirsk Oblast)

The author considers the problems of Soviet-Japanese relations in the 1920s-1930s on the example of the Siberian region. At that time Siberia has played a crucial role in the process of restoring trade and economic relations between the two countries. However, events of the early 1930s led to tensions between the USSR and Japan, which were reflected in the regional level of bilateral relations.

Ji Yuesheng. Formation and Implementation of China’s Foreign Cultural Policy in the Context of Globalization

External cultural policy of China is closely linked with the development and implementation of long-term state strategy. In this regard, the development of party and state institutions, improvement of methods and means of foreign cultural policy play an important role.
