G. Lokshin. Trump’s Doctrine as a Course to Create a New Bloc in Asia
The author’s goal is to disclose the content of the new doctrine of the President D. Trump in Asia and the plans for the formation of the Quad as a first step towards creating a new military bloc in Asia in order to contain China. The topic is relevant in connection with the changing situation in the vast region, where Russia has its own economic and geostrategic interests. US plans for the formation of the Quad are the direct threat to marginalize ASEAN and eliminate the main role of the Association in the solution of regional problems.

This article is about the attitude of the international scientific community, as well as representatives of the Chinese intellectuals (including representatives of the Communist Party of China, liberals and the »new left») towards Joshua Ramo model of the “Beijing Consensus” formulated in 2004, the principles of which correspond to China’s idea of how the world should be developed. It is analyzed whether China, while promoting the ideas of globalization, is ready to make its own adjustments to the dominant model of the “Washington Consensus” and whether it can reproduce the successful experience of its own development in other developing countries. The “Beijing Consensus” model is considered in the context of global leadership rotation.

Yu. Morozov. Russia, China and the North Korean Nuclear Issue
The article showed the prospects of development of the DPRK’s nuclear missile program and confrontation between the US and the DPRK on the Korean Peninsula, revealed its impact on the national interests of Russia and China and the situation in the region. It was stressed that the elimination of threats emanating from the nuclear missile program and North Korea’s strategy in the region can be implemented by joint efforts of Russia and China with the support of the UN and the world community.

M. Zharikov. The Potential Transition of the BRICS to a Coherent Economic Policy
The author considers two options of BRICS countries’ integration: through the «shock therapy» or gradualism. On the basis of the analysis the article suggests the program of harmonization of currency systems of the BRICS countries by 2030 in basic macro indicators in compliance with the agreed monetary policy, the establishment of a single refinancing rate and the approval of the common settlement currency.

M. Alexandrova. Features of Siberian Exports to China: Current State and «Bot-tlenecks»
The article analyzes the structure and dynamics of exports to China of raw materials and products by the Siberian Federal district subjects. Sectoral and geographical characteristics of foreign trade activities of some Siberian regions are pointed out. The author paid special attention to China’s foreign trade policy in the sphere of import, in particular from Russian regions.

Dou Peng. Chinese Securities Market: Ways of Internationalization
Along with coverage of developments in the securities market occurred during the years of reform and opening up, the article examines a number of issues, including the lack of institutionality in the regulatory system, shortcomings in the legal system in the area of national securities, their weak competitiveness in the world. The author suggests a number of meas-ures to overcome difficulties in the process of internationalization of the Chinese stock market, including the improvement of the legal system and the formation of an environment conducive to progress in this area.

S. Sazonov, Chen Xiao. China: the Priority of «Green» and «Smart» Cars
The rapid economic development of China over the past three decades has repeatedly multiplied power consumption, and population income growth has stimulated sharp increase in the production and sales of cars. These factors have exacerbated the country’s dependence on imports of petroleum products and influenced the environmental situation in PRC. Realizing the global challenges, the government has developed a program for the automotive industry on the basis of new energy, aimed at creating an innovative transport park and the corresponding infrastructure of the new generation.

E. Pivovarova. What New Made the XIX Congress of CPC in the Strategy of So-cio-Economic Development of China
The Resolution of the CPC Central Committee «On some important issues of comprehensive deepening of reforms» aimed the country at decisive practical steps to address the longstanding, but still poorly solved problems of the transition from extensive to intensive development with the expectation to achieve throughout the country the level of average prosperity by 2020, and to build a rich, powerful and civilized socialist State by 2050. In solving these problems the Chinese leadership intends to use the positive developments in economic policy, tested by the practice of previous years of reform, which allowed China to be the second in the world in terms of quantitative indicators of the economy.

Zhang Shuhua. Changes in World Politics and the New Era of China
In ten years the world economy, politics, ideology, culture, and even the media have undergone tremendous changes. The scales of world politics began to lean towards China, Russia and other representatives of the non-Western world. The widely publicized Western democratic «monism» has entered a period of erosion in the last two decades. Typical phenomena were the split of the Western political camp, doubts about basic values, polarization of political thought and political forces.
China did not stop at the level of the simplified scheme proposed by the West: westernization — democratization — privatization — liberalization. The West democracy vs. non-West autocracy dichotomy is not applicable to the analysis of China’s development. The political development of China is characterized by comprehensiveness, stability and efficiency, and demonstrates high competitiveness and potential.

V. Voloschak. The Problems of National Cyber Security System Development in Republic of Korea
The article briefly examines the history of the establishment of National Cyber Security System in Republic of Korea and analyzes chronology of hacking attacks on South Korean companies and public authorities. The author stresses that the absence of national cyber security strategy, poor legislation and inter-Korean political and military confrontation are the major problems affecting the development of national policy in the field of information security.

B. Balakin. Dialectics of East Asian Integration
The East Asian model of statehood is determined by the existing traditions in the field of legal construction. They have been formed for several millennia, mainly in China. The latter factor plays a crucial role, since the essence of the Chinese paradigm of regional integration is now on the agenda in the context of the steadily growing civilizational clash between East and West. The existing statehood of the East Asian countries is the result of the longtime development of various integration processes. But there is no primitive Western rationality in this inte-gration. The deep tradition acts as an irrevocable counter-balance to the specially implemented elements, presented in the Anglo-Saxon doctrine of global domination.

The article discusses the history of the creation and activities of the first Russian Re-search Institute on China (1928–1937). The author introduced the documents related to the Soviet-Chinese relations in 1920–1930 and the position of country’s leadership on the domestic Chinese studies.

N. Potapova. Anti-Chinese Action of the Soviet NKVD during the Period of Great Terror in the Far East: Mechanisms and Scale of Repression
The author considers the so-called Chinese operations in the context of the »national» operations of »the great terror», namely the »Harbinian». This repression was started on September 20, 1937, when the People’s Commissar of the Internal Affairs N. Yezhov signed Order No. 00593, aimed at countering »Japanese espionage» in the USSR. On the basis of protocol decisions and summary reports of the NKVD it is concluded that almost onethird of all convicts in the Harbin case belonged to the so-called Far Eastern Chinese. It is proved that the consequence of a largescale repressive action was a significant reduction of Chinese diaspora in the country.

E. Ikonnikova. Sakhalin and the Kuril Islands in the Literary Heritage of Russian Priests of the Late XIX — Early XX Century
The article describes the image of Sakhalin and the Kuril Islands in the legacy of Rus-sian Orthodox priests — St. Nicholas of Japan (Ivan Kasatkin), Archimandrite Sergius (Ivan Stragorodsky) and Bishop Sergius (George Tikhomirov). In letters, diaries and other literary genres priests of the late XIX — early XX Century talked about the Far Eastern borders of the Russian Empire, about the ethnography of the indigenous peoples in the region, the successes and failures of the Orthodox mission on the Islands, etc. The literary heritage of Orthodox priests is a part of historical, ethnographic, philological and cultural knowledge about the Asia-Pacific region.
