Summary

V. Portyakov. On Modern Foreign Policy of the PRC

The article is devoted to the analysis of the main features of modern Chinese foreign policy. The author writes that Xi Jinping’s judgment about humanity as a community of a common destiny and his “initiative of the Belt and Road” occupy now leading positions in the theoretical basis of China’s activities in the international arena. However, the influence of the views of PRC leaders from previous generations is also traced. The main priority of Beijing in its practical policy is the relations with Washington, which have become noticeably complicated because of the increase of tariffs for goods imported from China introduced on D. Trump’s initiative.

V. Kistanov. Japan and China: a New Era in Relationships or an Odd Rapprochement?

The territorial conflict and different perceptions of the history of bilateral relations have a strong chilling effect on modern Japanese-Chinese relations. This leads to a phenomenon in the interaction of Japan and China described as “hot economy and cold politics”. At the same time, the serious changes in the economy, geopolitics and security in the Asia-Pacific region and in the global arena in recent years have forced the leaders of the two countries soften political contradictions and look for the opportunities for rapprochement and cooperation.

O. Kazakov. On the Enhancing of Russian-Japanese Dialogue on Territorial Issue

Enhancement of Russian-Japanese bilateral relations, resumed in 2016 by the Russian President Vladimir Putin and Japanese Prime Minister Sinzo Abe has led to the next stage of discussions on the necessity of the Peace Treaty in connection with the solution of the territorial problem. Japan keeps insisting on the return to it of “the Nothern Territories”. Though the position of Moscow, which supports the conclusion of the Peace Treaty on the basis of Soviet-Japanese Joined Declaration of 1956, causes negative reaction primarily within the Russian public circles.

M. Gutenev. The National Interests of South Korea in the Arctic

The article considers the formation and development of the Arctic strategy of South Korea. The author concludes that South Korea, compared to other Asian observers in the Arc-tic Council, had much more potential to develop successful national scientific diplomacy. The Republic of South Korea is gradually forming its favorable image and strengthening its political status as a global environmental mediator which is implementing the advanced policy of sustainable development.

S. Sazonov, Chen Xiao. The PRC: Improving Infrastructure for “Green” Vehicles

The article considers China’s economic measures in the field of improving power sources for “green” vehicles (on alternative energy sources) and the creation of an extensive network of electric charging stations. The authors give forecasts about prospects of development of innovative motor transport and know-how infrastructure in this sphere.

V. Andrianov. Features of Formation and Development of the Financial System in Brunei

The article follows the formation and development of the financial system in Brunei. The history of monetary circulation in the country is traced. The role of commercial banks, non-banking financial organizations, Islamic development banks in the modern financial system of Brunei is analyzed. Functioning features of the international financial center of Brunei are shown.

A. Semyonov. Non-Governmental Organizations in China since the Start of the Reform and Opening-Up

The economic reforms in China significantly reduced the level of state control over the economy and society. This entailed a gradual redistribution of state functions partially to non-governmental actors. In the economic sphere this happens through the creation of trade associations and chambers of commerce and industry which perform regulatory and coordinating functions. The same processes are also taking place in the social development, entailing the emergence of socially oriented non-governmental organizations (NGOs).

N. Ablazhey, Li Dan. State Policy of the PRC in the Field of Preservation of Historical and Architectural Heritage of the Chinese Eastern Railway

The article is devoted to the modern state policy of China in the field of preservation of the architectural and construction heritage of the Chinese Eastern Railway. On the basis of the All-China census of heritage objects and national registers of architectural monuments of national importance, data on the dynamics of the number of Russian-built buildings with protected status on the territory of the Autonomous Region of Inner Mongolia, Heilongjiang, Jilin and Liaoning provinces are presented. The projects implemented at the national and provincial levels in the field of preservation of architectural heritage of the Chinese Eastern Railway are analysed on the base of legislation and documents of official authorities of the PRC.

A. Galimzyanova. Political Leadership Features: Xi Jinping and Angela Merkel

The article deals with the phenomenon of political leadership in China and Germany. The author explores the political culture of modern China, starting with the proclamation of the People’s Republic of China. The political culture of Germany is also examined. The author comes to the conclusion that the political and cultural development of the country is closely connected with the personality of its political leader, and the personal qualities of him influence the country’s position in the world and its foreign policy.

G. Lokshin. To the 50th Anniversary of the Most Important Battle in Vietnamese-American War

In 2018 the United States and Vietnam celebrated the 50th anniversary of the general offensive of the armed forces of the National Liberation Front of South Vietnam on the eve of the New Year Tet holiday. It changed the whole course of events in the war. Many scientific and journalistic articles in various public media were devoted to this event. The author argues with a number of American experts, trying to equalize this attack with the crimes of the American forces in Vietnam. He stresses that the US crimes have no excuses and can in no way be put on a par with the actions of those who were forced to fight against the American interventionists, defend freedom, independence and unity of their country.

V. Datsyshen, Dai Jianbing. Vice-Consul in Guangzhou A.I. Hassis — a Diplomat and a Personality

The article is devoted to the Soviet diplomat and intelligence officer Abraham Hassis. The biography of this man, who tragically ended his life serving as a vice consul in Guangzhou, reflected all the complexities and contradictions of that historical period. Despite the numerous publications on the history of Sino-Soviet relations in the 1920s, the crisis in bilateral relations in 1927 and the role of Soviet diplomats in these events are still inadequately studied. It is possible that the research of personality and works of Vice-Consul A. Hassis will help to improve knowledge of Sino-Soviet relationships.

A. Ganin. “I Have Decided… to Prepare for a New Liberation Movement…” The General I.M. Zaitsev and the Preparation of White Emigres of an Armed Invasion of Soviet Territory in 1923

The article cites for the first time letters from one of the prominent figures of Russian military emigration in China, major-general I.M. Zaitsev. Letters covered the preparations of the Russian emigrants for an invasion into Soviet territory in 1923. The documents were identified at the Hoover Institution archives in the United States and shed light on a little-known episodes of the history of Russian emigration in China.

D. Kuleshov, S. Tsukanov. The Struggle for the Frontier: the Opposition of Special Services and the Indigenous Population in the Soviet Far East in the 1920s

The article highlights the difficulties of the formation of administrative-territorial division in the Russian Far East. Paying attention to the protracted nature of the civil war in the region, the specific living conditions of the local population and the difficulties in formation of Soviet power in the region, the authors highlight the role of State security officers in this process. On the materials of central, regional and departmental archives they consider the struggle of the Soviet and party structures in Russian region of Far East for the entry of the indigenous Tungus population into administrative subjects. In conclusion they make an assessment about the nature of the uprising and analyze the actions of participants of confrontation.

N. Zakharova. The Image of the Singer (Hetera) in the Chinese Literature (from Short Stories of the Tang Dynasty to the Prose of the Qing Times)

The article analyzes the evolution of the image of the singer (hetera) in the prose works of Chinese authors. On the example of novels of Tang and Song epochs, and prose of the Qing era the changes in the depiction of the heroines of prose about entertainment neighborhoods are investigated.
