S. Uyanaev. The Comletion of the Third Round of “Russia-India-China” Academic Dialogue
The paper presents the discussions and deliberations at the annual conference of political scientists of Russia, India and China held in New Delhi in December, 2009. The traditional modal theme of these meetings is the analysis of possibilities for the improvement and development of trilateral cooperation of the largest States in Eurasia. In the context of the world situation the forum participants considered the current relations between the three countries and came to the conclusion that the RIC format had created considerable incentives for multifaceted interaction. Several proposals upon further promotion of the trilateral ties have also been made.

M. Potapov. 20 Years of APEC: Interim Results in the Context of Overcoming the Global Financial Crisis
The author analysed results of APEC meeting in Singapore in which he participated.The assessment of the APEC forum role in present of overcoming the world financial crisis has been given, as well as the forecast for a future from the angle of trade and economic liberalization and integration in the region.

S. Sazonov. Reform of China’s Transportation System and the World Financial Crisis (Part 2)
The second part of the article analyses the problems of automobile industry and highways, sea ports and inland waterways, of air and pipeline transport. Due to the purposeful development of transport complex during 30 years of reforms China managed to take the first place in the world in container handling facilities’ production and container transportation, became the second largest country in terms of highway length and the air passenger turnover. Today the city of Shanghai is the world largest sea port (simultaneously it is rated as the sixth world airport). Transportanion development is financed by state budget combining with usage of financial and market oriented mechanism. The success of transportation development in PRC clearly testifies to the flexibility of Chinese anti-crisis strategy.

The acute shortage of domestic resources and rapidly growing demand for energy led to increasing dependence of China on energy import from abroad. Since the transportation by sea is not reliable enough, diversity of energy supply channels is imperative, and pipeline transport of the Caspian region has become the first priority. To develop relations of friendship and cooperation between China, Russia and Central Asian countries is particularly important for regional stability and security.

L. Zakharova. Inter-Korean Economic Relations under President Lee Myung Bak
The North Korean policy carried out by presidents Kim Dae-jung and Roh Moo-myun resulted in two inter-Korean summits and a remarkable breakthrough in the economic cooperation between the North and the South. The moves aimed at expanding this cooperation which were agreed at the second inter-Korean summit could have brought the two Korean States closer to each other and could have given them a good profit. However, Lee Myung Bak’s election as ROK’s President and his tough approach to North Korea has brought to naught a substantial part of his predecessors’ efforts. The inter-Korean dialogue was suspended, the implementation of the new economic plans was frozen and the existing projects started to incur losses. At the same time, despite the tension in the inter-Korean relations at the government level, South Korean business continued to develop its activity in DPRK. In August 2009 North Korea switched its tactics from escalating economic demands to reducing them and waiting for the South’s offers.

A. Frolov. Cooperation between Russia and Asia-Pacific Countries in Dismantlement of the Decommissioned Russian Nuclear Submarines
This article considers international cooperation in the field of dismantlement of decommissioned nuclear submarines of the Russian Pacific fleet. Harsh financial conditions and lack of capacities to resolve this problem on its own forced Russia to call for the help of Japan, which was later on backed by other countries of Asia-Pacific region — Australia, South Korea and New Zealand. The cooperation and foreign financial aid has allowed to dismantle three submarines, to sign the agreement for dismantlement of two more and to construct the facility for radioactive waste treatment.

A. Korzhubaev. Russia and Asia-Pacific Countries: Strategy of Cooperation in the Oil and Gas Sector
The Russian Federation is the world’s largest producer and exporter of oil and gas. The national gas and oil industry represents today significant element of Russia’s economy and an important part of the global energy system.
Active cooperation with traditional and new major importers is the key to diversification of oil and gas exports, achievement of a structural and territorial balance in the Russian oil and gas sector, an important guarantee of the country’s economic interests.
The article surveys the current state of, and development prospects for, the oil and gas industry in Siberia and the Russian Far East, as well as cooperation mechanism between Russia and APR countries in the oil and gas sector.

E. Kranina. The Role of Aquaculture in Providing Food Security in China
Enhancing food security depends on the possibilities for extending the use of natural resources. In the leading fishing countries aquaculture is recognized as one of the main factors to improve the state of the economy, ensure food security, increase employment and export earnings. China has reached the average words level of consumption of fish products per capita, saturated of internal market food proteins due to the development of aquaculture.

Y. Georgiev. How Joseph Stalin Studied Japan
Stalin’s interest in Japan was evoked by the Japanese agression in Manchuria in 1931 which created real menace to the Soviet Far East. From that time the Soviet-Japanese relations became one of the priorities in his foreign activities. He strictly followed the line of defender of the USSR national interests in the Far East in the face of the real threat coming out of the Japanese militarism. Stalin paid special attention to the return by the USSR of strategically important territories lost by the tsarist Russia in favor of Japan.

A. Khisamutdinov. The Russian Diaspora In Japan
The article describes the history of the Russian diaspora in Japan (1858 — till now). The most significant place in Japan for Russians was Hokkaido due to its geographical position. The other old Russian communities were situated in Nagasaki, Kobe, Tokyo and Yokohama. The article characterizes main business and public activities of the Russians in Japan.

M. Volkov. A History of Activities of the Russian Orthodox Church in the Russian Far East and Manchuria (the 19th to the Early 20th Centuries)
The article discusses the activities of the Russian Orthodox Church among the local population of the Russian Far East, the activities of the Vladivostok Mission among Korean immigrants in the Southern Ussuri region and the services of the Russian Orthodox Church on the territory of Manchuria as well. Although the Harbin Diocese established there was not commissioned to carry out missionary activities, the local Chinese and Manchurians became more familiar with the Orthodoxy by communicating with Orthodox Christians, entering into mixed marriages and attending Orthodox church services. Even in conditions when direct missionary activities on the territory of the Far East were impossible, the Orthodox Church played an important role as a promoter of Russian spiritual culture in that region.

Gao Mang. Remembering Alexey Rogachev. The 110th Anniversary of Famous Russian Sinologist
The famous Chinese specialist in the Russian philology tells about life and activities of the prominent Russian sinologist, diplomat, scientist, interpreter and educator, dwells on his contribution to interaction between Russian and Chinese cultures. The author particularly appreciates the translations of Chinese classical novels “Shui hu zhuan” and “Xi you ji”, made by Alexey P. Rogachev.
