K. Barsky. Russia in the Asia-Pacific Region: Achievements, Problems and Prospects

The new architecture of security and cooperation has been forming in the Asia-Pacific region. As an active and creative participant in this process, Russia has achieved substantial progress in relationship with many Asian-Pacific countries, has made a significant contribution to the SCO, APEC and other multilateral regional associations. Due to increased attention paid by the Government of the Russian Federation to economic cooperation, Asian-Pacific countries have begun to view Russia as a serious factor of sustainable economic development.

There is much work ahead aimed at developing a partnership with all APR States in order to use a favorable external environment for the benefit of accelerated modernization and socio-economic development of Siberia and the Far East.

G. Lockshin. A New Stage of Renovation of the Party and the Country

The article analyzes the results of the XI Congress of the Communist Party of Vietnam held in January, 2011. Its decisions along with the directives of the five-year plan for the country’s development in 2011–2015 open a new period of the renovation policy, already known as «Doi Moi-2.

A. Voronin. Ten Years of Strategic Partnership Between Russia and Vietnam: Results and Prospects

The author describes the essence and features of a new model of relationship between Russia and Vietnam as well as the role in its formation of the Declaration on Strategic Partnership between two countries, signed on March 1, 2001. Main trends and perspectives of the Russian-Vietnamese relations are also considered in the light the agreements reached during the official visit to Vietnam in October, 2010 of D. Medvedev, President of the Russian Federation.

V. Griniuk. The Problems of Relations Between Japan and the States of the Korean Peninsula

100 years after the annexation of Korea by Japan and 65 years after the end of Second World War Japan has no diplomatic relations with North Korea. The main obstacle to the establishment of normal relations between Japan and DPRK is the problem of Japanese citizens abducted by North Korean intelligence agents in 1970–1980’s. The author believes that persistent nomination by Japanese leadership of this problem to the fore had negatively affected the resolving of the nuclear issue on the Korean peninsula.

The article notes that although the Japanese-South Korean relations are characterized by cooperation and coordination of positions between the two countries in dealing with North Korea, nevertheless, between Tokyo and Seoul exists continuing controversy over the historical assessment of past and ongoing sharp dispute over the islands of Dokdo (Takeshima).

The structural and organizational schemes of foreign participation in oil and gas complex of Russia are considered. Data on foreign oil and gas companies operating in Russia are presented. Systematized information about Russian oil companies with foreign participation as well as the direction and mechanisms of state regulation are given.

Economic cooperation between Russia and China is mutually beneficial not only due to the geographical proximity of the two countries, but also because of the high level of bilateral relations, which in large extent relies upon their active interaction in the humanitarian sphere.

The article deals with socio-economic and demographic development in Xinjiang. By analyzing the main aspects of the current economic situation in one of the leading regions of Western China, the author focuses on the prospects of implementing an ambitious program of development of western part of the country.

E. Kranina. An Innovative Model of Ecological Safety for China

Huge leap in economic development and competitiveness of China in the global economy was largely ensured by the «savings» in the environmental and social spheres. The logical result was a sharp deterioration of the environment. In order to improve the extremely dangerous situation in this area, the Chinese leadership has developed and applied new and innovative model of ecological safety.

N. Sukhomlinov. Specific Nature Management in the Russian Far East at an Early Stage of Its Development

The author considers the factors of forming and consolidation of pyrotechnic stereotype of nature management, which is identified with application of “burning out” means in various spheres of economic activity, primarily — as a means of land cultivation. He examines the role of such social phenomena as the first settlers squatting on the ground, land surplus and so-called “yellow-labour”.

A. Tulokhonov, A. Rabogoshvili. The Ethnic Minorities Policy in China: Lessons and Implications for Russia

The PRC policy toward ethnic minorities is analyzed by the authors in comparison with that of the Russian Federation. The national composition, history of the formation of autonomous regions in China, as well as measures taken by the Chinese government to accelerate socio-economic development of the autonomous regions have been considered. The factors that influence the consolidation and disintegration of the ethnically diverse population of China are given. The practical importance of the Chinese experience in ethnic minorities policy for Russia is noted.

P. Troschinsky. The Main Lines of Crime Fighting in Contemporary China

The article deals with the main lines of crime fighting in modern China through the mechanism of the existing criminal law in the PRC. The main emphasis is made on law enforcement practice at the most important and resonant recent criminal cases. Particular attention is paid to sentences made ​​by Chinese people’s courts at various levels in relation to those who have committed particularly serious crimes.

D. Shkittina. The PRC Citizens Constitutional Rights Protection Through the Employment Contract Laws

The article is devoted to regulation of labor contracts system in China by example of the Labor Code of the PRC (1994) and the PRC Law on Employment Contracts (2007). This legal institution is a major means of protecting the constitutional rights of citizens of the PRC in the workplace. Its introduction into the legal system is regarded by the government as part of a strategy to reduce social tensions in society caused by economic reforms.

An increase in political participation of Taiwanese women at all levels of government and changing attitudes in society to their social and political role are emphasized.
